As of 2026-09-21, OpenAI lists 56 countries where a legal entity can use the self-service ChatGPT Ads Manager. Southeast Asia, most of Latin America, Sub-Saharan Africa, Pakistan, Bangladesh, Hong Kong and Taiwan are not listed, and a business there gets an eligible company formed for it.

What happens if my country is not listed?
Creating an account only puts you on a notification list, because OpenAI ties eligibility to the advertiser’s legal entity and fixes the country when the account is created [1] [2].
That country cannot be changed later, so the choice made at setup is the one you live with [2]. How fast is the list growing?
Fast, and unevenly. Nine countries became 56 in roughly three weeks, and then the additions stopped for the large Asian markets [1].
Southeast Asia is the gap that matters most to the businesses who ask us about this, and nothing on OpenAI’s page commits to a date for it. Anyone telling you their country lands next month is guessing.
